When I turn on my Xbox One S, all I get is a black screen. When I hold the Xbox button on my controller, it shows the menu thing, but other than that, nothing. I've tried power cycling it, but nothing I try works.
Did you try the restart option? That should actually complete a full reboot rather than a sleep cycle. When you say you power cycled it, did you actually remove the power cable? If not try that.
The only other thing I can think of is that the xbox is trying to output video settings that are not a match for your TV. But I would expect that to also impact the shutdown menu which is working. Either way, there may be a button combo or something to boot with default video settings. But you’d need to Google that.
