On its own? No. Apple stopped supporting Target Display mode after the mid-2014 iMac. You could Airplay to it but I don’t think that’s what you’re looking for. There are third party hardware+software solutions that do it (e.g. https://astropad.com/product/lunadisplay/), but I haven’t used them to vouch whether they are good or not.

it is designed to become obsolete when any part of it isn’t performing well enough, think of it as an even worse laptop, so no it can’t be repurposed to e.g. a screen

You could try to use a Thunderbolt to HDMI adapter, but there’s no guarantee that’ll work
