Why did my controller inputs suddenly changed to numbers? I am using DS4 controller and my inputs are now messed up.

additional context: I did not change anything. Just yesterday it was working fine. my PS4 controller works fine when using in games outside Steam but in steam it shows numbers instead of PS4 Symbols and it’s all messed up. I have tried reconnecting the PS4 or restarting the pc but the issue still persists. any idea why?
