I only know the main problem is that my steam app does open, i googled about it and it seems that steamwebhelper not responding is the cause. I already tried any possible solution i found on the youtube and google but still not fixed. so if anyone knows how to fix this problem, please help me. thank you!

Open task manager and stop all the processes of steam. Then open steam again.
