Let you purchase multiple copies of a game, and run it multiple times on different devices (up to the number of copies you have).
I have a couple of gaming PCs and a steam deck. All of them have steam on, with my account.
If I want to play a co-op game with my wife I need to create her a steam account, buy the game on that account, log out one of the pcs and login as her, install the game again (I presume, haven't actually tried it) and finally play. Or for some games you can put steam offline and fire up another instance, but that's shady.
I'll happily pay for multiple copies of (eg) deep rock galactic, I just don't want to fanny about logging in and out.
