Xbox One S won’t boot up.

I have a certain issue that I may believe that has to do with the motherboard. I recently replaced my PSU on a Xbox One S after a recent power surge had affected the console. After trying to turn on the console with and without the HDD and disc drive the PSU makes this chirping noise. Also while trying to turn on the console it turns off instantly.

I just need any recommendations or tips that may be able to help me into resolving this issue.
