Contact your debit company. This either happens in cases you don’t have money in your card or if the bank sees a suspicious purchase. Maybe you don’t usually buy games from steam with that card so they held the transaction.
Just call them and tell them it was you, and they will sort it out.

You talk to your bank on why it was declined.
There’s a high chance you probably just didn’t put in the zip correctly though.
