The recommendations are tag based and dont look at anything else. Its not custom recommendations or anything that Steam is doing as it would be impossible to make actual recommendations of similar games with the tens of thousands of games on the platform.
Common top tags include : Shooter, Hunting,Nature, Action, 3D,FPS, Atmospheric, Exploration
Thats more enough top tags and similar genres for the system to assume recommendation.
