Should be able to from there. I am not sure why the option isn’t showing up. I’d restart it from a fresh steam refresh (not redownloading, just close and reopen) and try again. Or maybe you have no friends on steam, or maybe there are settings you or your friends have on that prevents gifts

Weird. It won’t let me gift that game either
