Can anyone shed some light on how this system works exactly?
I no longer live at home with my mum/ dad/ brother. Can I join my brothers family group still and play his library ? I can’t find any straight forward information that specifies whether or not it will work being on a different IP/ network.

Yes you can. But remember that if you leave, you’ll have to wait a year before joining a new one
You can still join his family and share games with him. I’ve been in a family on Steam with both my brothers living overseas and had zero issues with the Steam family. It’s gotten a lot more accessible and has been reworked about two years ago and does not require you to log into the accounts on the same device for it to work as far as I know
