They should of continued with the winters story and introduce Grace. But they still want to milk Leon

Makes sense. This team is incredible at making unsettling set pieces after 7 and 8. You can’t exactly have him quipping through that, but if he wasn’t quipping it would feel out of character. After further development and making the set pieces I’m sure it became pretty obvious they needed another protagonist.
