I own the first game and my notifications said the second game was just over $12 dollars right now on sale but when I click the link it gives me 2 other prices.
Same thing happens to me, odds are the front page displays regional pricing (that just so happens to be cheaper), but when you click on the store page steam shows you your actual personal price, which is set in your profile according to your payment method’s country.
I myself live in Lebanon, but have a UK debit card, so everytime I browse the store page, I am shown USD values, but upon clicking the game page I am shown a UK price tag, usually between 2-3x more expensive.

I reckon it’s the price of the game when bought in the bundle with the other game….. Click on the info and it will show both games prices and reductions
