Today I discovered that I had the download code for Forza Horizon 2, and I've been trying to redeem the game on the Xbox website, but I'm getting an error. Is this because Xbox Live has been deactivated? Is there any way to redeem the game now, or have I lost it?

Online services for the Xbox 360 are still up and running, but the 360 store was closed in July ’24, so it’s no longer possible to buy from the 360 store or redeem codes for 360 games (except perhaps for games that are backwards compatible).
try activating directly on an xbox 360

That code is irredeemable now. The game was delisted.
Xbox Live wasn’t deactivated, just renamed.
However I think the problem is that FH2 no longer exists, likely due to licensing, and was delisted from the store.

Forza Horizon 2 for the Xbox 360 is not backwards compatible since it also released for the Xbox One, so your code would have only been redeemable on the old storefront which isn’t available anymore.
Codes for other Forza Horizon games can still be redeemed since those are all backwards compatible if you bought them digitally before de-listing, have the disc, or find an unused code.
