Well you can’t really finish them anymore unless you spend a stupid amount of money on Steam since points no longer transfer meaning you no longer can buy 100K points for cheap

Unfortunately scarcity value returned by GetBadges API is the same whether you get only level 1 or level 40 so it’s hard to say. But you can see how many people in total crafted at least level 1. The rarest collection badge levels are the glitched level 40 collection badges from 2020 and 2021. When Valve raised the cap of the badges from 20 to 40 (and 2 a year instead of 4 a year), there was a brief time you could retroactively level up your older badges to 40 by calling API.
