I built a small app to fix this because I got tired of sitting on the couch, launching Steam, and then having to get up to change my audio output in Windows.
It’s called Big Picture Auto Audio Switch.
It sits in the system tray and detects when Big Picture opens. It automatically switches your default audio to your TV (or whatever device you pick), and switches it back to your PC speakers/headphones when you close it.
Just sharing in case anyone else finds this useful too.

It's free and open source,
Let me know if you like it or have feedback for it!

Really glad the Steam Machine has HDMI CEC, just need Valve to actually release it.
