Import your own? I did that for a couple of the splinter cell games.

I do not know the root of the issue. But you can try decky loader plugin SteamGridDB, it will allow you to change the art

Its a bug on phone app 12 of the games shown at top 18 missing, rest is there for me below the missing 18 games. Every single time and also for a long time.
