Question, bought a used 3DS XL from eBay and came across this installed (Dev Menu Nintendo, see image)
Wondering if I got a dev or somewhat modded 3DS xl? Has anyone else ever seen this?
Aside from that, no issues as yet, just need to try some games

What else does it have installed? If it’s just dev menu by itself along with the default apps, Id say it’s modded, but if it has other similar dev apps, it may be a dev console, which if I remember correctly can’t play retail games, unfortunately
it’s probably just modded, you can install dev menu from Universal Updater (or hs*op. i don’t know). Press L+d-pad DOWN+Select and if there is some luma3ds menu then your 3ds is modded
If it’s an actual dev unit you could probably tell by the first few letters of the serial number or other markings on the bottom
