Steam Market is over 13 years old now and for about a year Valve is testing many things around it. That's why there is new Beta layout, that's why there are many bugs and problems with differend stuff every day, that's why some aspects slowly change.
They are rebuilding whole market and I don't think Steam users are aware of how big impact it will have on every limited item very soon.
