Can I charge my 2DS using my 45W power bank without damaging the console?

I believe it has no issues because the console's internal regulator "chooses" to pull only the 4.6V, but I want to be sure.

I will buy a usb c to 3ds port cable

yep. the cable will only pull 5v you’re good to go.
