Sony’s publishing offer was made several years ago, shortly after they struck a publishing deal with Shift Up. Forbes left that part out.

People credit Sony’s best-in-class first-party games for the PlayStation’s success, and they are right, but people also hugely overlook how powerful Sony’s 3rd party deals were. They made a ton of deals to get timed or permanent exclusives, and on top of that, some devs just opted to release on PlayStation first. That was a major advantage in the PS4 era. They were cutting deals left and right.
