idk if it’s true, but I think Steam recommend stuff based on what you play, wish list and the usual spending.
When I made my Steam account at first I spent like 5€ to free my account and then for like 3 years I only played that and Free games with my friend, at all the recommendations where for game with really low price and free.
After some time I started buying stuff more and got a job so I had more money to spend and the recommendations followed that trend.
Idk if Steam analyze also the account spending, I think yes
