

It sounds like on one, the recipient outside of those regions can receive it, but not add it to their library.
The second one, I outright cannot buy the game for them.
But practically they both mean the same thing, they cannot play it, and the only difference is whether I waste my money on it.
Unless I'm missing something? Surely I am.

the “notice” appears to refer to your own purchases adding to your own library in a geographic area
the second message is completely different, simply stating the (gift) purchase cannot be honored due to pricing/currency
