You have enough space? Just because the download is 146.4 gb doesn’t mean the install is. The install is likely bigger because your are downloading a compressed item, then uncompressing and installing. Depending on the game you could need upwards of 200gb free.
I’d clear out some space first. Then if that doesn’t work restart steam.

I used to get this with any type of SATA drive, SSD or hard drive. It would sometimes hang at the end for quite a while. Stopped happening when I switched to m.2 nvme drives.
