The problem with Japan is they’re set on older ways rather than improving them. Refusing to abandon old ways such as 6 day work schedules, ridiculous overtime, drinking with co-workers instead of being home with their families(why do you think animes often show mothers and not fathers?) and just not improving conditions to ensure proper retirements in that field?
You can’t blame people for not working, but blame the culture you’re forcing them to work in. Redact creative freedom and force into a cubicle often makes people not want to work, much less try to work on the first place.
