Do you have 5GHz Wi-Fi? The 3DS is only compatible with 2.4GHz Wi-Fi, not 5GHz, and it is also only compatible with the wireless types 802.11b and g aka Wireless B and G.
You have to make sure your Wi-Fi router satisfies all those conditions to be able to connect.
Same thing happened to me but it was because my Wifi was set to WP3 Personal security, when I set it to WP2 Personal through my PC I was able to connect
