i dont own this game never played a demo nor have i even heard of it before. no one else has ever used this account so im confused why this is in here. can anyone tell me why

It was one of the earliest non-Valve games on Steam, and probably got set up in a way that, back when dedicated servers existed, means they added it as a tool everyone gets.

You can only run games from one device at a time from an account. If the dedicated servers were not free tools you would have to buy a game twice in order to run a server machine(own it once on main pc and once on an account to run the server).
You aren’t able to use a single account to run the main game on computer A while also hosting a server from computer B. Sure offline mode is a way to bypass device lock outs but that wouldn’t work for servers since the server machine needs to be online to host the server and to play on any online servers the primary account also needs to be connected online
With the dedicated server tool being free you only need to buy it on your main account. You than make a second account that is your server hosting burner so you leave that server hosting account on computer B and have it handle the server without it compromising your primary account or having to pay multiple times to run a server.
