Could someone explain why this happened? And who I should talk to?
In cashapp it says they're pending, so I assume it's a connection between cashapp and steam where the issue pops up, but I don't know what I can do to fix the issue, if there's anything I can do from my end

Can you confirm your billing address matches the address your back has on file? That’s what the error is.
Uncorrect adress apparently. Do you not have eyes with wich to read ?

check your zipcode. my area had a shift in the last couple numbers in our zipcode and it messed up addresses with the bank for a while
