[help] New 3ds LL circle pad feels Scratchy/Rough compared to my friends systems that are much smoother

Yesterday I got a refurbished New 3DS LL from eBay, but the circle pad feels weird.

It feels noticeably looser than other 3DS systems I’ve used. When I put my finger on it, I can spin it completely clockwise and counterclockwise. On my friends’ systems, the circle pads feel tighter, smoother, and much quieter they don’t rotate at all.

The movement on mine also feels scratchy/rough instead of smooth which is the biggest thing

This isn’t my video (I screen recorded it from a post from a few years ago), but it shows the exact issue I’m having.

Is this normal or is there something i should do to it? I've been looking for answer but nothing seems clear to me. would appreciate any help
