Xbox will restart 50% into factory reset progress

for the past couple days my brothers xbox has been restarting as soon as it turned on. So he managed to get it on this screen to hopefully fix the issue, but it still exists. Any suggestions? (I don’t mind taking apart the console to fix the problem)
