I hoping somebody can help me understand what’s going on with these deals.
I own Warlords of New York (bought from external source) and Pandora’s Box (bought on Xbox) but they both show this “upgrade now” option.
As you can see in the other pictures, it says I own them but still says that I can upgrade.

I’m assuming it’s because you bought the standard Xbox one versions of the games, and you own either a Series S or Series X. It’s just letting you upgrade to the more enhanced versions of the games.
Those edition are just bundles that includes the base game and add-ons as one purchase, but the system treats the content as individual items. So the offer probably just flags anyone who owns the base game and shows them the offer.
