Why are Lilly and EVE surprised at the sight of the colony?

It is possible that the colony is just an angel production factory where angels are made in tanks and fake memories implanted.
There may not be any "living" in the colony and memories are just archived/wiped after each iteration of angels.

I've put together various sources that support the idea:
    – Korean title for the ending is actually "Return to the Cradle (요람)" and is mistranslated to "Return to the Colony" in the English version. The Cradle represents a place where infants sleep and also has negative connotations throughout the databank.
    – The colony shown looks like one of the biblically accurate Angels.
    – Bibi's music video reveals what are undoubtedly angels being produced in tanks.
    – EVE has memories of being born in water and it is the reason she doesn't like getting wet (Matrix 11).
    – Databank references angels being "idiots" with very limited knowledge of the world.
    – Tachy suggests that after the mission they would just become archived data (Official Motion Comic).

Returning to the "Cradle" represents failure to evolve via the EVE Protocol and returning to an infant state. Most likely memories being wiped/archived and discarded for the newer iterations.

    1. My only concern with this scene is that when they go up the space elevator and have to jetison into orbit would they not have already noticed this mega structure enveloping the earth?
