This is actually a spiritual successor to Fallout called Fartout. The black smog clouds in the sky represent fart clouds that destroyed the population in the year 2025.

Looks like something from project 9 or project 8. I don’t remember the name exactly. I know it’s a game being made tho by they guys doing crimson desert.
Edit: plan 8 is what the game is called. Idk if this art from that but it looks familiar to the setting.
