Not only has their been multiple fan games proving so, there’s even a recent one called Mario Builder 64 that’s not only fun but the controls are easy to use especially on controller (linked here: https://youtu.be/MUFL5ObkxCY?feature=shared)
And before people say that a 3D Mario Maker is “impractical/difficult” technically the first 2 Maker games were too, plenty of young audiences wanted to make a SMM level for the first time but had to get help from the tutorials/community, others just hopped in and just experimenting on the fly, or playing course world.
And similar to Mario Builder 64, I’d imagine a Mario Maker 3D to have a very consumer-friendly UI interface, background, and pre-made levels that you can test and even edit over. It’d pretty much be SMM1 all over again in my opinion.
