That charger cord looks like a fire hazard. You should probably just get a new one OP.

C’mon kid stop chewing on it. Get some minty toothpicks or gum or something if you feel a compulsion to chew. Hell, even the stylus would be better because it’s not actively plugged into the wall and can be replaced relatively cheaply.

This is a very, very common issue with WiiU power bricks. Both mine degraded after some time, breaking the insulation.
Grab a multimeter and check if it’s giving any power on the console side. If not, proceed as below:
Chances are some force has been applied to the cable, disconnecting it from the internals. You can open it up to check and repair with a simple soldering iron.
Finally, apply some thermo retractible rubber over to reinforce and protect the broken insulation.
