The ladder in the first image is the exit, not the entrance. There is a platforming puzzle starting from a building with a neon sign that eventually takes you to that rooftop.
one the second picture – climb up the crates – shoot the drone and rope will fall and you can climb up
Also it’s timed… so when you jump from the first two bars double jump and turn left and you’ll save 10 seconds… for some reason my Eve would grab the bars and turn around 🤔🤷♂️
There is a platform puzzle involving buildings around it and laying a large box on a see saw with a large fight at the end. Should be a sign pointing up with a ladder on a surrounding building.
