No, it says it needs drone at higher hacking skill but even on my third run I couldn’t open it. I think it might be a lead up to a DLC.

Probably a section that was forgotten by the devs. Hopefully it’s something we can unlock someday.

There’s another door that doesn’t open in the underwater train yard area that Adam says, “Let’s ignore the malfunctioning door for now,” or something like that.

Probably either a door to future DLC or simply cut content. I’m leaning more on the side of cut content.
Adam says the Drone’s hacking level is too low which is weird because the Drone’s hacking level is either yes or no, there’s no spectrum of Hacking Difficulty in boxes or anything like that.
And even if this was an area to be added as DLC they would have to add the entire concept Hacking Levels to the game as well as a reason to return to Matrix 11. And I doubt they would add an entire system just for 1 door or even just for that one Area.
My guess is that this is where the Teddy Bear from “Memories in the Doll” quest used to be and/or where the door by Xion’s main gate used to connect to. Then the Hacking was simplified and the area scrapped, leaving the door as a vestige of that previous game design. But that’s just a personal hypothesis, no real evidence to back it up.
