I had a similar issue once. Turned out I had made a typo in one of the numbers. Look at your info again: if the card is good, you’ve made a typo somewhere.

Had the same issue last week, for three days I tried to buy the elden ring dlc. Nothing wrong with my bank account and couldn’t solve the issue, so i just gave up.

This happened to me once but I managed to fix it. I was trynna buy a game and I got that error message and it was because I was trying to buy with Mastercard but it had my visa. So what I did was just change my account details and then tried again and it worked.

Made alot of purchases lately? Steam also has a threshold for that.

I get this warning almost always for a past few purchases and always it means nothing and when I load library the game is there.
