So apparently I had everything unchecked instead of checked. I had assumed that since it was a filter checking them would block them.

Yesterday I had the same problem with Lies of P, everytime I tried to get it in the cart it said blocked due to preferences, but it was just a bug. Few hours later I could buy normally without changing absolutely anything in my account at all.
