Neither steam nor the devs are at fault here, but both are losing out on honest consumers due to political bs.

Here in germany, adult only games are completetly disabled and the two options to enable them are not available in the settings. Probably the same for your country, if you happen to not be located in germany.

If you live in a country that restricts content then that is the reason why you can’t see, or have to meet conditions.
Steam isn’t going to take massive fines for anyone that’s why they take action if needed, in order to remain in business for said country. If want change in own country that blocking content have to contact your PM, or etc to get the ball rolling to finding alternatives instead of just blocking completely, example in UK giving optional verification from credit card, face scan, photo ID, and etc… Then it is up to steam how to integrate the method for meeting standards for verification to resume sales of said content for said individuals that are looking to buy.
At some point more countries will be following alone to restrict, or block things.
