For me, it has to be a tie between belial who should be an alpha NAYTIBA and Raven
Belial has an amazing move. Set is constantly shown to be an incredible threat and his attack. Parents are not only easy to get but incredibly punishing so you still have some real challenge behind a fight despite being able to see the moves but he’s also weak enough to make it horrifying to see him quickly, regenerate
Raven is the perfect counter to Eve testing your reflexes to the limit without being annoying like the NIKKE crossover boss, along with the special unique moments within the fight, making it far better along with the way you’ve disposes of both
Belial get hit with the cyborg equivalent of atomic breath, and Raven gets satisfyingly ripped to shreds

Unidentified Naytiba and Behemoth, especially on hard mode Raven is up there too.
Tachy would have been my favorite if she were just a touch more aggressive. But, as the game exists right now, might be Democrawler.
