When I click on the small blue icon to only show "Ready to play" games, the library includes games from other accounts. I'm not currently in a Steam Family, but the people these games are from are already in a full one, so I couldn't even join to borrow.
I'm assuming most people don't have this problem because they don't share a Steam installation, but it's really annoying.

Ready to play, just means installed
Ready to play just filters to installed (optionally streamable) games. They are installed. Ready to play is a misnomer in this case.
The borrow thing is a leftover from old family sharing (before Steam Families) where you would authorize a computer to access your library and any other account on that computer could use your library if it wasn’t already in use.
