So my sister and I share a steam family. Recently, a tool called EmoteLab released, and we were both interested, so she bought it so we could both use it. However, it does not appear in my account, and even if I go to the shop page, it sayss "buy" rather than "install" or something.
Since it's a tool, is there any chance that tools are not shared within families?

Tools(software) are not shared in steam family, only games and their DLC.
