Can this be used to connect to a capture card?

Not sure if this is the correct community to ask this question.
I am currently in Japan and walking around checking out gaming stores and saw one of the stores I was in had one of these 3DS charger to USB-C charger adapter.
It got me thinking. Hypothetically, would this actually work to be used so it can connect to a capture card for streaming/recording footage? (I don't really know much about this stuff)
