Why does the game still appear as “Ignored per preference” even though no preference settings are active?

Many games just won’t show up in my Steam feed. I had to enable all content preferences, and even then not every game appears. Another example is Far Cry 3, it's just a normal game and doesn't contain anything particularly extreme and still won't show
