IIRC, I had a similar issue. I had to update the game and it ran fine. This was on the Steam Deck, though.

I’ve had this on Linux with non compatible games but I don’t know why this would happen on windows

Do all games do the same?
In the settings of steam, there’s a button called “clear download cache” or something, uninstall the game, then clear the download cache.
If it didn’t work, i recommend Reinstall Steam itself, i would recommend using “Revo uninstaller” to delete steam entirely (including registry files), then reinstall the latest steam launcher.
