Sorry for the silly question. Is there any reason these dots are here? (Modded)

I bought this used Homebrewed 3DS. Works great and has 0 issues. I didn’t notice these dots until today. I should’ve checked better but I’m more curious as to why they are there.

I’m not too savvy so maybe someone on here might know?

These seem to be embedded as if they’re filling in holes.

It’s obviously modded but not sure if that changes anything.
