Omega ruby is one of the games that frequently has cartridge failure. It’s probably a goner.
as the other comment says, it could be caused by NAND rot which a lot of the pokemon 3ds games were more susceptible to. You can try using a CFW flash refresh tool but that is usually just a preventative more than a fix.
