Maybe look at another ribbon cable connector and try and figure out the mechanism. I’ve not experienced this before myself, but I would start by looking at other connectors like this and see if there’s a method. Good luck OP! Hopefully someone else can chime in.
Use tweezers and try applying pressure diagonally, not straight down.

My hands are large and I managed to fit it easily on my old 3DS, but I’ve never tried it on my new 3DS XL, though I imagine it wouldn’t be difficult.
