Does anybody know why Steam decide to block off the entire store page instead of just grey out the buying button?

For example, POE2 is block in my region, but I want to check out the reviews. Instead of blocking the entire page, why not just grey out the buy button? Steam reviews is really helpful, I might not be able to buy that game but I would love to see players opinion about it.
