so I lowered the water and was able to get to the bottom of the flooded commercial district to finish the side quest. but I found this door with an angel behind it and a body but I have no idea how to open it and when I walk up to the red light I'm not prompted to do anything?

It’s a side quest door. You have to meet a scavenger later on in this same commercial district on order to open it. I can’t recall if you need a password as well.

This door opens as part of a side quest you get from someone in the commercial district if I remember right. I think the quest giver is on one of the upper floors on one of your visits there.
